No, PHP 7.4 is EOL.

Do I need one of the Easy Digital Downloads or Download Monitor premium extensions for S3?

No. Continuous Delivery for Digital Goods expects that your files have been already uploaded by your CI pipeline. It then provides access to the corresponding S3 buckets.
